It now appears BeCA received an incorrect response from SCRC regarding the Bus Stop at the corner of Bellcarra Place and Bellvista Blvd. Our Councillor Anna Grosskreutz now provides the correct response below.
The request to Council from BeCA was worded as follows;
“Bellvista Blvd is a single lane both ways road providing the only access into and out of Bellvista Estate. The estate is served by bus services which provide school bus transport for schools outside the estate. One school bus drop off point is at the intersection of Bellcarra Place and Bellvista Blvd as seen in the attached photo. The bus pulls in to and across Bellcarra Place and stops. It is then parked right across the street and blocks any traffic trying to enter or leave Bellcarra Place. School children then alight from the bus. This problem can be easily solved by duplicating Bellvista Blvd and providing appropriate safe bus stops.”
Updated response from Councillor Anna Grosskreutz:
The bus driver is trying not to block Bellvista Blvd and that is why he stops with the bus partially pulled in across the side street. Currently there is no easy solution to this problem. Whilst this is not desirable it is not necessarily that dangerous if motorists take due care.
The standard letter reply was not the way to have responded. We are in fact having a concept and estimate prepared for an indented bus bay for consideration in future programs. We do not always place indented bays for school buses as the routes and drop off points often change with time.
In addition I have asked that we look at the legality of the bus stopping south of the intersection and blocking the Belvista Blvd traffic whilst stopped. This is legal for a conventional bus route but I am unsure about a school bus situation. If it can be done then we could place a stop and a short section of path to service it. At the moment even if the bus stopped the passengers would be have no where to walk due to the vegetation.
The Manager of Engineering Services has also asked his staff talk with Development Services to see if construction of indented bus bays along Belvista Blvd could be conditioned as a part of the Bellvista Stage 2 development approval.
The Manager of Engineering Services will advise me of further information as it comes to hand, which I will forward to BeCA.
